Who is building the monument?
Where is the monument being built?
How would the money have spent to help the less fortunate? Food banks? Medical Care?
Clothing? Shelter?
Would the same group that is building the monument be the ones providing the aid or
would it go to a second or even third party to be used?

Personally I wouldn't want either. They should use the money to fix up public roads or maybe add a park or something nice that everyone can use. It should go towards helping the needy so long as all of the money is actually used for that purpose. Otherwise, I'd pick neither. fuuuuuudge the Ten Commandments.

Neither. If it's government money either spend it on infrastructure (you know, the kind of thing we pay taxes for) or don't spend it at all.
If it's just $5300 handed to me... well, I have debts to pay, and firearms/clothing/food/booze to buy. I'm needy too, dammit.

I'm sure there are better things to spend that kind of cash on than a Ten Commandments monument. For instance, you could donate it to TheGreatUrameshi13 fund. All proceeds will go to a worthy cause, I promise.
