He's trying to sound nuanced, like he's discussing a complex sexual issue. He isn't. It simply is child-rape. At 13, a child isn't ready for any sexual advances, especially by an older man. Even if we imagine a scenario where a 13 year old boy is attempting to seduce an older man, it is up the the older man to be responsible. It is asinine to mitigate responsibility by even suggesting a child is partially to blame. And that would be an extraordinary circumstance, and made worse as these men were in positions of authority over the children.

No matter how one frames this, it is a disgusting thought.
