Helpers! Be nice! 
As fun as it is to tease Stilgar, and I'll be the first to admit that it's a barrel of laughs, we should just give him a straight answer.
China, IL is about two brothers who are professors in the history department at the "worst school in America" under the exemplary direction of The Dean (voiced by Hulk Hogan). The rest of the gang is rounded out by Pony, their hot TA, and a student with mad rap skills named Baby Cakes who's father is a professor in the Science department. It is unclear how long Baby Cakes has been a student there or why he's always hanging out with the professor brothers.
Occasionally the gang is beset by bizarre occurrences like time traveling ex presidents bent on world domination, riots causing The Mayor to take over the school by rule of arm wrestling, giant baby genetic experiments gone wrong, ghosts of dead professors coming back to "come out" and help save the department, secret societies with shape shifter exilers, feral hippies at prom, robot twin love affairs, etc. But in the end the gang always comes out on top with no more than the usual amount of destruction in the streets, alumni casualties, castration bets, failed incest love affairs, and an occasional trip to the Turkey Gobbler (a strip club that doesn't discriminate against age.)
The humor lives in the absurd, over the top plot lines, and insane cast of characters. There is nothing too controversial to make fun of or sing an awesome song about. And the characters, though mostly total egomaniacal jerks, are inexplicably still lovable.
