Kareem Jakkar:  Wanted for drug possession, extortion, assault & battery, breaking & enteriing, unlawful discharge of firearm.  Bounty = 90

Sergei Kolinski:  Wanted for petty theft, public intoxication, assault.  Bounty = 30

"Stray Dog":  Wanted for trespassing, vandalism, reckless driving, petty theft, public intoxication, dui.  Bounty = 60

Sergei Kolinski was last seen in the Russian neighborhood called "Little Russia".  He frequents a sushi shop there run by a guy that goes by the codename "Pyro_Metal".
