One of the things I've always wondered about the show was how a former syndicate member and retired police officer could meet up, and decided to become partners in hunting bounties. Anyone have theories on how they met and teamed up or how long they'd been working together at the start of the series? Inquiring minds must know.

That would be me. xD And no, it doesn't say a word about it.
I've been wondering about that myself. I wrote a fic with one of the ways I thought it could have done down. It's actually anyone's guess.

No speculation about that in the book, eh? Wonder why...

Nothing and I don't know why. THEY probably don't know, the creators. I'm guessing they didn't focus any more on the backstories beyond what they needed to tell the story. They left so much up to the imagination in Cowboy Bebop, this is no doubt part of that.
I can't check it now, but I'm going to look again. I know I did go through there looking for clues as to how they met - they have pages giving the racial breakdowns of the population of the different colonies, but nothing about how they met. Most odd.

Happenstance is the word I'm going with.
Yeah. Obviously, they both found themselves at the same place at the same time. Jet was lonely and Spike needed someone too.
I got the lonely thing from something Spike said as he was leaving the Bebop in Jupiter Jazz I. Spike told Jet he wouldn't be so lonely with the other people on board ship (Ed and presumably Faye if Jet found her). Jet said he thought Spike was the lonely one.
However they met, I think they both were lonely. Jet could use the company and a partner, Spike needed a friend and something to do. It was a perfect situation for him, not staying in the same place, always on the move - a good way to keep out of the syndicate's radar.
The only thing the anime guides really say about those two is that Jet is the only person that the "lone wolf" Spike trusts. I'm sure there is a reason for that beyond gut instinct. Exactly what that reason would be we can only speculate.

Who knows? I tend to think so. I think they were both lonely (judging from their fight in Jupiter Jazz I). Probably a chance encounter, they got talking, Jet offered Spike a job and he took it. I think they maybe liked each other right off.
The creators are completely silent on that subject so we can think what we want. This is the meeting idea that pleases me. I haven't heard of any others.
