I haven't seen it either. The reasons why I say she is an inmate

1. She has a prison collar on

2. The Warden called her a thief in the third episode

I don't think Shiro's a prisoner for two reasons.
1. The collar she has doesn'l look like the big metal donuts Ganta, Yo and the otherz wear.
2. In the last episode, the robot couldn't find a prisoner number for her when it was attacking them.

That's a good point, but we have seen officers near her on top of them allowing her to enter the dog race.

I guess you could say , she is and she isn't.  Look at how she gets  around stuff. She is stuck there, but she goes all over the place.

Need more information to peg what she is.

There are female inmates, unfortunately one of the ones we should have met was removed from the anime for some reason.  I believe the men and women are placed in different wards.

Makes sense seeing as how that's how real jail is set up. Still I wouldn't put it past this prison to have everything be co-ed.
