Surely Seth McFarlane has to be aware that the past couple seasons of Family Guy are incredibly stale, especially in comparison to the first few seasons.

well, the lost most of the origonal writers when it went off the air.
it appears that any writer that is even a little bit funny got sent to american dad.

Years after it was taken off the air, it was discovered by teenagers and preteens who liked it when the fat guy fought with the big chicken. This became the fanbase of family guy and they have catered to it.

It was a great show in it's time. It's time has LONG passed. Seth went from using his pen to write some real great stuff into using his pen to sign the paychecks of the dozens of people he subcontracts his shows development out to.

Over the years I have noticed that a lot of Family Guy content gets recycled. I think Family Guy's prime has definitely passed on and now it's just a flat comedy show that relies on stupid antics of the characters then actual funny comedic script in my opinion.
But, I still watch it because I usually have nothing else to watch and it makes great background noise for when I'm wasting my time away on the internet, which is twenty-four seven mind you.
It would be nice if Aaron McGruder can actually get his sh!t together and bring on more seasons of the Boondocks, but I digress.
But oh well.

It's quite simple. Success creates overconfidence. Overconfidence creates hubris. Hubris leads one to the belief that whatever product you give to your adoring public, that it'll be a great success. You create crappy episodes, people will still eat that **beast** up like it was given to you on a silver platter. When you have a successful product, there's no need to think about how I can make it a better product. There's no need to change the Family Guy dynamic. If you stuff your episodes full of insipid pop culture references slathered with Peter Griffin belly laughs.. there's no need to think of creating something better. OH IVE CREATED YOU THIS SUPER AWESOME FAMILY GUY EPISODE, NOW WHERE'S MY PAYCHECK?!? .. And when you put your paycheck above the quality of the product, when you think your product is super duper when its all formulaic crap, that is the folly of all television.

Several reasons. One, McFarlane is doing 3 shows right now, so he's spread thin. Another reason is that he's rich, so he has less incentive to be edgy. Next, the newer writers use recycled Bush-era American Dad jokes that aren't funny.
Last....like every movie/novel series/anime/tv show --- as it goes on it jumps the shark several times. Its making so much money though that McFarlane/Fox/[as] will never let it go till they've milked it dry. The franchise is a billion dollar gold mine. No way in hell they're letting it go that easily.

The funny thing is MacFarlane himself has said he thinks the show should have ended by now.
