Do any of the artists that worked on Cowboy Bebop and Wolf's Rain also work on Fullmetal Alchemist? The art looks similar.

Yup.  Fullmetal Alchemist, Wolf's Rain, and Cowboy Bebop (at least the movie, dunno about the series, heh) are all done by the studio BONES.
