Does Legato count as a Gungho Gun? If he does, then he's the most powerful.
If he's not, then I'll go with that guy who plays the sax. I'm a sax player myself...and I may not be able to do THAT to people with my instrument, or have machine gun stuff hidden inside, but I CAN play pretty loud, maybe I could kill a few eardrums...

Have to go with Legato since he can even control the other Guns and was the only one to really accomplish his given task.

     The strongest Gung-Ho Gun is very easily La Gato!  Keep in mind:  La Gato can manipulate any human mind!  It's only because Vash is partly inhuman...  superhuman, even...  that he's ultimately unaffected.  Get it?  Thus, La Gato could have easily killed any of the Gung-Ho Guns and any person for that matter, outide Vash and Knives.
