I'm actually not 100% sure on the details admin-wise. I think the idea was there's never going to be fewer show folders. So cycling is a nice way to clean it up a bit without killing anything that you might just have to resurrect later.
My personal perception is that there were a lot of show folders that were getting very very low traffic, or zero traffic, each week without a change. So since some of the folders pretty much just sit there week after week with no real change, why not try something new? Maybe people will find the folders or like them better if they're hidden. Some people are like that. Or maybe people will be more likely to find them if they go away for awhile and then come back.
For me, the idea is just to try different things.
I think there's a difference between - like just a show folder section that's "inevitable" vs one that's changing, adapting to the on-air schedule, user discussion needs, and factors like that.
