The submarine surfaces, and launches a ballistic missile. The missile
is designed to fly through the stratosphere, thus preventing anyone from tracing
it back to the submarine, or the American Empire. The Tachikomas witness the
launch, and urgently inform Section 9 of what is happening.
The Major relays the information from the Tachikomas to Kuze, and then orders
the Tachikomas to gather up as much free space on the net as possible. The Major
intends to help Kuze guide as many refugee memories and ghosts on to the net as
possible, to hopefully save them before the missile lands.
The Tachikomas however defy the Major's orders, instead plotting the missile's
flight path, and hacking into the controls of the satellite their A.I. chips are on. They
store copies of their memories onto the free space originally intended for the refugees,
then they use their own satellite to intercept the fired missile, causing the missile to
explode, but not to detonate the nuclear warhead. As the sub prepares to fire a second
missile, a pair of Japanese fighters fly past, convincing the sub that their time is up.
Batou find the Major at last, and manages to free her, as well as arrest Kuze. In the
meantime, along with some security men loyal to the Prime Minister, Togusa and
Chief Aramaki arrest Chief Cabinet Secretary Takakura for his role in the attempted coup
as well as possible collusion with the American Empire over the defense partnership treaty.
Section 9 and the Prime Minister then turn their attention to arresting Gota, before he can flee.
Ishikawa reports that he has successfully dodged an attempt to intercept his plutonium sample
by the CIS, managing to get it to Spring 8, thus providing Section 9 with the needed physical evidence.
Gota and the C.I.A. are about to leave Japan, Gota having asked for political asylum, and being
granted it. Togusa arrives with Chief Aramaki, and they attempt to arrest Gota, but Agent Watanabe
of the C.I.A. informs them that Gota has diplomatic immunity as a refugee seeking asylum from
the American Empire. At that moment, the elevator doors open, and the Major opens fire, hitting
Gota in the head with several rounds from her rifle. Chief Aramaki explains that the Prime Minister
considered Gota to be a Japanese National Asset, and that he was not allowed to leave the country,
by any means. While this was unfolding however, Agent Sato of the C.I.A. manages to get close enough
to Kuze to assassinate him, tying up any lose ends.
Several days later Section 9 is seen gathering with new think tanks called Fuchikomas, which seem
to be less individual than the Tachikomas. Batou calls out to the Major that they have a new mission,
and the team leaves, the Major taking her own path apart from the rest of Section 9.
