Batou is loyal to Motoko like a dog. That's his way of showing his love to her. He just wants her to know that he's always got her back, even if it never goes beyond that. It's a more platonic level.

As for having sex... well, the manga indicates that cyborg bodies are given genitalia during construction, though it mostly comes with unique customized bodies instead of mass-production models. Even I don't want to think of what kind of nasty STD would have caused Gino to bleed all over his pants in that episode.

Poor Batou, in love with a bi! I don't think there's anything sadder mostly cause they can't settle for one or the other, so in a way they can't commit. Must be tough.
