Phil is Falcon Seven.  That part we all know.  But I finally realized why his name is what it is.  Phil Ken Sebben is a homophone of Falcon Seven.  Or if not a homophone, then something else that sounds similar but isn't quite the same.

I'd never made the connection, but it makes perfect sense.

It's probably because I watched the entire series the other weekend. After Birdman addresses him as Falcon Seven in the "Turner Classic Birdman" episode, they go on to say "Phil Ken Sebben" in another episode after that. That's when it clicked for me.
