Birdman's origin lies in the Egyptian sun god Ra. Possibly it was archaeologist Ray Randall who discovered devices in an ancient Egyptian tomb that enables him to store solar energy. Unknown if it was the government who established his identity or if it was on his own.
We now know his name as being Harvey Birdman. So the rumors of Ray Randall must be false. Unless this was Birdman's former identity. That is unknown. Birdman resided in Central City.
Falcon-7(real name Phil Ken Sebben) was Birdman government contact. Now the head of the Sebben and Sebben lawfirm he helped Birdman enter the law field. So is the theory.
Avenger is Birdman's longtime ally. This goes back to Birdman's crime-fighting days as Avenger would help assist Birdman when his powers were depleted.
Birdboy was Birdman's sidekick and was given his powers by Birdman when he was near death from exposure from the sea. It is unknown what became of Birdboy but, holds a strong resemblance to Peanut.(Peanuts youth makes it near impossible for him to be Birdboy)

X The Eliminator: Hired by F.E.A.R. to destroy Birdman and/or retrieve his crest(origin of power) for one million dollars. He has a paralyzer ray and assorted missiles. Now lives in his mother's basement.
Mentok-The Mind Taker: Uses his mind control at one point to order Birdman to steal missile from the US Govt. Now serves as a judge.
Spyro: Former leader of a foreign gang who planed to steal an American space capsule by replacing the astronauts with his own henchman. Is now a lawyer.
Reducto: A mad scientist who created a reduction ray. Used this ray to demand money from Central City. After being defeated by Birdman entered law.
Vulturo: Created a costume to counteract Birdman's powers. Created Dirth, a mechanical bird to combat Avenger. Real name is Dr. Vult and has since entered law.
Dr.Freezeoids: Has a retreat in the North Pole. Had access to a weapon that could turn an entire city block into ice. Currently heads law firm.
