then who did? if yoshi was having trouble putting a kekkai around the forest, he couldn't possibly put one around the school. and it was blue, not green like tokine's kekkais.

It's all part of the "permanent" kekkai system set up by the founder Tokimori when he first set up Karasumori centuries ago, including the mysterious thing buried underneath the school. Remember kekkai can be selectively permeable, like the one Yoshimori sets up in his bedroom to keep out Gramps but not Toshimori, thus humans can pass in and out easily through the gates.
