Teen titans, is originally a older american comics, but the creators of the cartoon wanted to have it to have a anime style. There-fore they had a japanese team, a few popular voice actors (actresses). And to add spice, lets throw in Puffy Amiyumi for the theme song.

Does anyone consider the new C.N. show "Hi Hi Puffy AmiYumi" anime?
