I love that fanart loophole. If anyone has a request about a kind of OS avatar they'd want I can see about helping.. wouldn't mind having a reason to draw some new Outlaw Star fan art

I think you can. I've gotten Trigun and Toonami one's through. You should be fine.

I'd like to think Toonami is ok since that's pretty much just Cartoon Network's own material, but it does still seem kinda confusing as to what we can and can't use. Clearly we can use stuff that isn't in [as]'s domain, but then it tends to seem like there's technicalities here and there.

Actually, Outlaw Star is on the new channel MNET. It's on FIOS channel 229. They show Outlaw Star every Wnesday night at 11 and 11:30 PM.
