No. Gene Starwind gets contracted as a bodyguard for Hot-Ice Hilda the space pirate, who is wanted by other pirates.

She shows Gene to a spaceship designed and built by a collaberation of the Police and the Pirates [XGP15A2].

The ship was soon forgotten after completion. It wasn't even painted. They steal the ship and evade the chasers and the rest is in the script.

That's what made Outlaw Star and Cowboy Bebop so great. Not much time was actually wasted during the story to get to major events.
