I tried to find the song (Snoopy dancing during the Footloose Parody) using Shazam on an iPhone and came back with no hits...it does sound a lot like Bonnie Tyler though. I too, would like to know if it's a real song or just a parody for the sketch.

I think it is a parody song.
The aforementioned "Holding Out for a Hero" was on the Footloose soundtrack, so being the show that Robot Chicken is, it is much more financially viable to construct a soundalike parody rather than using the real thing.
Also, web searches of parts of the lyrics of the song returned nothing.

Either way,
'Never' is still an awesome song that every person should listen to every day.
