I know Turner Broadcasting, Adult Swim's parent company (and subsidiary of Time Warner), owns all of the rights to old Hanna-Barbera toons, presumably including repurposing the animation for another show. If a Sealab 2020 creator was unhappy with it, they're kind of pissing into the wind, because Turner owns the property and can do what it likes with it.
A couple users here did a fan-made Space Ghost Coast to Coast episode using footage from the show, and it was removed from YouTube due to copyright issues. So tread carefully. There may be some old cartoons in the public domain, though.
