This was reported weeks ago at Comic-Con 2011 in San Diego, according to Kofi Outlaw at screenrant.com. You can read the entire article at the above link, but here's the main quote from Romano:

'They’re making new ones – I just got word they’re gonna make another season. Can you believe it? After all this time. It’s been out of production for almost two years…The line producer sent me an email and said ‘I believe it’s snowing in hell – do you know what that means?’ and I said, ‘Are we making more episodes?’ Because we all said ‘It’ll snow in hell before we make more,’ because we just never thought after that much time they would [make it]. But apparently there is a fanbase desire and I love the show. I love making the show.'

I think that's a big reason why the fourth season is happening, a very loyal, ever-increasing fanbase. Even after a 2.5 year wait between Seasons 2 and 3, the show only grew in popularity. That still doesn't excuse the long wait though. Sony needs to pay the writers ASAP.

No!!!! Why!!!! Uhh  a hour of adultswim I will not be watching. I came here to see if anyone else hated this show and what do I find this horrible news. Replace it with anything Tim and Eric I would find more tolerable. Bad news Bad news

It's actually been a little over a year since the third season. I was referring to the gap between Seasons 2 and 3. This gap will likely be just as long, if not longer.

And soulreaper1, this board has been dead for months, and probably will continue to be for at least another year, or until McGruder speaks on anything related to the show, so don't expect the bait to be taken anytime soon.

Most likely 2013. Very late 2012 at the earliest. That's my guess if they've been working since the Spring, when John Witherspoon started spreading the good news. He also said there would be 20 episodes this season, so that might make the waiting period even longer, unless there's a bigger team working on this upcoming season.

There's a possibility that it will air in 2012. Maybe late 2012, but don't keep your hope too high you guys. It maybe 2014.

yeah i was being optimistic with late 2012. question: would you be ok with having a shortened season, if it meant that we got new episodes every year? like instead of 15 episodes every 2-2.5 years, we get 10 episodes every year.
