Any English people on here? Question about dialect

I recently went on a Boosh spree.. all three seasons and for some reason I never noticed before that Noel pronounces all his th's like an f. He says throw like frow etc. Do all English people do this or is this just a certain regions' dialect/pronounciation? Or is it just something he does for Vince's character?

Stupid question, I know but it's been bothering me since I heard it and I was curious.
