Well, if the first Tom Goes to the Mayor episode "Bear Traps" is any indication, Tom gets his idea for children's safety twisted out of proportion by the Mayor, the Mayor has to deal with bunches of bear trap-injured children, while Jack and Kyle's characters rake in the dough from no-bid city government contracts.

By this reasoning, Tenacious D wins.
